What Will Happen To Three Capital Bills?

As the episode of formation of three capitals for Andhra Pradesh has reached its climax stage, a lot of speculations have been going on in the media and social media about what would happen next.

The two bills – one abolishing AP Capital Region Development Authority and the second one forming three capitals for decentralisation, were sent to Raj Bhavan last week for the assent of Governor Biswabhushan Harichandan, who in turn returned to the law department for a legal opinion two days ago. 

The bills were back in Raj Bhavan clearing all legal hurdles on Wednesday evening.

Now, the question is whether the Governor would give his assent for the bills or look up to the Centre for any advice.

This has led to the speculations that the Centre might intervene in the matter of forming of three capitals for AP.

According to one such speculation, the Prime Minister’s Office reportedly inquired the Raj Bhavan about the controversy over the capitals in the wake of the representation given by the opposition parties, Amaravati farmers and even leaders like K Raghurama Krishnam Raju.

Added to this, secretary of Hindu Maha Sabha G V R Sastry also reportedly wrote to the PMO about the AP capital row.

He pointed out that the two bills were completely against the people’s aspirations. Apparently, a PMO official called up the Governor and enquired about the same.

Hitherto, the Centre had not been interfering in the matters of the location of capital city for Andhra Pradesh. So, it is unlikely that the PMO would make any intervention at this stage.
