Three capitals' plan deferred till 2024?

If the statement made by Andhra Pradesh state municipal administration and urban development minister Botsa Satyanarayana is any indication, the Jagan Mohan Reddy government may postpone its three capitals’ plan to 2024.

Even as the chief minister is reportedly conducting brainstorming meetings with legal experts on how to go about with the capital plan, in the wake of the latest high court judgement declaring Amaravati as the state capital for now, the minister came up with a sensational comment on Monday.

He said as per the AP Reorganisation Act, 2014, Hyderabad will continue to be the state capital.

“As such, the capital of Andhra Pradesh is Hyderabad, and not Amaravati. We may be operating from Amaravati as the legislative capital, but till 2024, Hyderabad will be our capital,” Botsa said.

He reminded that the previous Chandrababu Naidu government had not sent his government’s decision making Amaravati as the state capital to the Parliament and was not notified by the Centre.

“Therefore, as per the act passed by the Parliament, Hyderabad is the state capital,” the minister pointed out.

Analysts say Botsa’s comments reflect the latest thinking of the Jagan Mohan Reddy government. If the government moves the Supreme Court, the state capital issue would once again land in legal wrangle.

“Since Jagan doesn’t want to run the capital from Amaravati at any cost, he would wait till the Supreme Court takes a call. But in the meantime, he wants to rebut the criticism that AP has no capital by saying that Hyderabad will continue to be the capital at least on record,” an analyst said.

It would mean, Jagan would go to the next assembly elections on the plank of decentralised administration and if he wins again, he would pitch for the three capitals again citing people’s mandate.
