Select Committee Has No Sanctity

Even as the Telugu Desam Party, Bharatiya Janata Party and Progressive Democratic Front suggested the names of their respective party members in the state legislative council for constituting the select committee to study the two bills related to the state capital, the YSR Congress party refused to be part of the exercise.

YSRC floor leader in the council and minister Pilli Subhash Chandra Bose and party MLC Ummareddy Venkateshwarlu wrote a letter to the state legislature secretary P Balakrishnamacharyulu stating that the YSRC cannot send its names for the select committee, which was constituted against the rules and without following any procedure.

On Tuesday, YSRC leader and advisor (public affairs) to the state government Sajjala Ramakrishna Reddy told a television channel that there was no sanctity to the select committee which the legislative council chairman announced without following any rules.

“Our party doesn’t acknowledge the select committee at all. So, how can we suggest the names of our members to the committee that doesn’t exist at all? In fact, how can the TDP and other opposition members also send their names to a non-existent committee?” Ramakrishna Reddy asked.

He said the select committee can be formed only after the council chairman takes the opinion of all the members and conduct a voting on the motion to be moved by the party which demands that the bills be referred to the select committee.

“The council chairman says he has used his discretionary powers to constitute the select committee under Rule 154. But it applies to only in the circumstances where there is ambiguity in rules. When the rules for formation of select committee are very clear, where is the question of using discretionary powers?” the YSRC leader asked.
