Will it be new bill on 3 capitals or just a debate?

The reports that the Jagan Mohan Reddy government is contemplating introduction of the revised bill on three capitals in the state assembly on March 21 has once again raised a lot of curiosity in the media and political circles.

The reports said chief minister Y S Jagan Mohan Reddy told a delegation of Bahujana Parirakshana Samithi that the government would hold a discussion the capital issue in the state assembly on March 21 (Monday) and take a decision on the introduction of revised bills on the three capital cities.

The YSR Congress party members also mooted in the business advisory committee for a thorough discussion on the development of three regions and the high court’s interference in the legislative functioning.

The Speaker assured to take a call in this regard before the conclusion of the assembly session.

If the Jagan government decides to reintroduce the bill on three capitals, it is nothing but a direct confrontation with the judiciary, as it amounts to contempt of court. 

So far, the government has not come out with any stand – whether to implement the high court order or move the Supreme Court.

The government has also not mentioned either Amaravati issue or three capitals issue in the Governor’s address and even in the budget speech.

However, Jagan’s cabinet colleagues have been reiterating repeatedly that the government is committed to the three capitals.

State municipal minster Botcha Satyanarayana went to the extent of saying that Amaravati capital has no legal sanctity as it was not acknowledged by the Parliament and that the Jagan government would consider Amaravati only as a legislative capital.

So, it would be interesting to see that the Jagan government would do on March 21.

If it doesn’t introduce the bill and confine only to the debate on the decentralised development, it would mean Jagan wants to drag the issue as long as it can, so that it would go to the next elections only on the three capitals issue.
