Jagan to do away with in-charge ministers?

YSR Congress party president and Andhra Pradesh chief minister Y S Jagan Mohan Reddy is most likely to do away with the system of appointing in-charge ministers for districts, as part of overhauling the party and administrative mechanism.

It has been a practice that the chief minister designates his ministers as in-charges of various districts to bring about coordination between the party and the government in these districts.

Normally, minister of one district used to be appointed as in-charge ministers of other districts.

Sometimes, in-charge ministers were having more powers than the ministers hailing from the districts in the administrative matters.

Whenever there were any issues in the party in the district, the ministers looking after these districts used to resolve the same.

With Jagan dissolving his previous cabinet last week, all the previous ministers have lost their powers over the districts for which they were acting as in-charges.

Now that the new cabinet is formed, it was expected that the present ministers would also be made in-charge of different districts.

However, sources in the party said Jagan has decided against appointing district in-charge ministers. Since almost all the 25 districts have got representation in the cabinet, he is reportedly planning to ask the ministers to focus on their own districts.

They would be asked to take care of the party and administrative issues in their respective districts, instead of other districts.

At the same time, jagan is also planning to give due powers to those who could not make it to the cabinet to handle the party activities.

The chief minister is working on district development boards and most loyal MLAs of the district would be appointed as their chairpersons.

He is also focussing on resolving the protocol issue arising between district ministers and DDB chairpersons, sources added.
