Naidu throws Kapu quota ball in Modi court!

Telugu Desam Party president and Andhra Pradesh chief minister N Chandrababu Naidu, who has been saying all these days that he would include Kapus into the BC list after securing the report of Manjunatha Commission, has changed his tack now.

Apparently creating an impression that he would concede the demand of former minister and Kapu strongman Mudragada Padmanabham that Kapu reservations should not be within the existing BC quota but beyond that, Naidu declared that Kapus would get the reservations without disturbing the quota for existing BCs.

It does mean, the Kapus would get an additional quota which will result in more than 50 per cent reservations limit fixed by the Supreme Court.

Naidu said the government would recommend the Centre for providing reservation to Kapu community under the backward classes category as soon as a commission on the issue submitted its report.

For that purpose, Naidu will introduce the Kapu reservation bill in the assembly and get it passed and then send it to the Centre to include it in the Schedule 9 of the constitution by amending it. Thus, Naidu wants to throw the quota ball into the Narendra Modi court and wash off his hands.

It is next to impossible to get the Kapu reservations unless the Centre amends the constitution. The same tactics has been followed by Telangana chief minister K Chandrasekhar Rao in case of Muslim reservations.

The pressure will however, be on Naidu as he is an alliance partner of the NDA and he has to prevail upon Modi to get the constitutional amendment done!
