YSRC seeks powers to assembly to decide capital city

The YSR Congress party on Friday demanded that the Centre should amend the Constitution of India giving complete powers to the state assembly to decide the location of the capital city of the state.

A private member bill to this effect was introduced by YSR Congress party general secretary and party MP V Vijay Sai Reddy in Rajya Sabha on Friday.

Though the Constitution of India, under Article 3, has left it to the state to decide the location of its capital, Sai Reddy felt that there is an element of ambiguity in the article. So, there should be more clarity on the capital formation, Sai Reddy argued.

He wanted that the state assembly should be given more and clear powers to form one or more capital cities for the respective state.

He suggested that an exclusive clause Article 3 (A) be incorporated in the Constitution through an amendment, giving statutory and unbridled powers to the state government to locate the capital city.

Sai Reddy also introduced another private member bill seeking an amendment to the Representation of People’s Act, to enable a parliament member or an assembly member to exercise his vote in the Presidential and Vice Presidential elections, even if he is in a police custody or facing imprisonment pending investigation in any case.

The YSRC MP also wanted another Constitutional amendment seeking to empower Press Council of India to control the news channels and digital media from telecasting fake news and make them own moral responsibility for such telecasts.
