Liquor bonds: IYR asks rebel Raju to move SC

Whenever there is an opportunity, former chief secretary of Andhra Pradesh and self-styled Bharatiya Janata Party leader IYR Krishna Rao tries to needle the Jagan Mohan Reddy government.

On many occasions, IYR made serious comments against the Jagan government with regard to administration, financial management and even alleged witch-hunt of the political opponents. He makes effective use of Twitter to launch an attack on the Jagan government.

On Friday, IYR came to the defence of rebel YSR Congress MP Kanmuru Raghu Ramakrishna Raju from Narasapuram parliamentary constituency with regard to the state government floating of liquor bonds through AP State Beverages Corporation to raise Rs 8,000 crore loans.

Raju, who filed a public interest litigation in the high court, failed to get a positive order as the court said he had no locus standi to question the government’s decisions and the courts cannot interfere in the financial administration of the state government.

Tagging the rebel MP, IYR felt that the high court should have given appropriate orders after thoroughly examining the points mentioned by Raju in the PIL.

“This is not the case which should be dismissed at the admission stage itself. Raju should definitely appeal against the high court observations,” he said.

The former chief secretary said the state government had no power to divert its tax revenues as the margin of a corporation and take loans on its revenue.

“How can the government show the tax revenue as an income of the corporation?” he asked.

IYR warned that the way the government had pledged its tax revenue indirectly to obtain loans indiscriminately only to sustain power would lead to a financial crisis in future.

“Since it involves fundamental Constitutional and financial issues, it is better Raju files an appeal in the Supreme Court,” the former CS suggested.
