Is Jagan Right in Appointing Mohan as his party building Advisor?

When Y. S. Jagan Mohan Reddy appointed Mohan Sai Dutt as an advisor in September 2024, the move raised more questions than answers.

There were immediate discussions around his past—his reported work with Nara Lokesh, perceived links with the Telugu Desam Party, and exposure to the Bharatiya Janata Party ecosystem. For many within the YSR Congress Party, it felt like an unconventional choice at a sensitive time.

Then came silence.

For months, there was little public visibility, even as Jagan consistently emphasized structure, discipline, and long-term party building. The appointment remained a question without a visible answer.

That context is now beginning to shift.

In Puducherry and to an extent in Tamil Nadu recent political developments tracked by The Wire and other national media outlets have pointed to the growing role of Dock Consulting, founded by Mohan Sai Dutt. While its presence in Tamil Nadu is still not clearly visible in the public domain, Puducherry offers a more defined case.

“Recent coverage suggests that Dock Consulting’s approach is centred on building political structures working on leadership alignment, enabling alliance formation, and integrating new political entrants into broader coalitions through a defined common minimum program and disciplined execution, rather than relying solely on campaign cycles.” 

This becomes particularly relevant in the context of the rise of Latchiya Jananayaga Katchi (LJK), led by Josh Charles Martin, widely regarded as the highest electoral bond donor in the country. His transition into active politics building a party and moving it into an alliance with the BJP within a short span has drawn attention in a region where such alignments are rarely straightforward.

Even amid initial resistance within existing political structures, the alliance took shape. Discussions around these developments increasingly point to structured groundwork bringing in the right people, aligning interests, and shaping a workable coalition framework after the alliance.

This phase, particularly in the months following October and beyond, highlights a broader shift. Political consulting firms have traditionally worked with existing parties to improve performance during elections.

What Dock Consulting appears to have done here is different playing a role in the creation of a political party itself and enabling its entry into an alliance with the BJP. In a space where most consultancies operate around campaigns, this kind of involvement stands out.

If the current trajectory in Puducherry holds and the National Democratic Alliance forms the government both Dock Consulting and Mohan Sai Dutt are likely to grow in relevance and credibility.
