
The US green card system is divided into three categories EB1, EB2 and EB3.
EB1 was supposed to be used by extraordinary scientists,
EB2 for highly skilled immigrants with master degrees or bachelor degrees plus 5 Years work experience,
EB3 for skilled immigrants with associate degree (Polytechnic diploma equivalent or higher).
Many green card were left unused in EB1 category which used to rollover into EB2 category letting EB2 applicants get their green card’s in 5-6 years.
It was not a perfect system but worked well for many decades till Indian implementation partners came into the picture.
The colonial style Indian implementation partners are run under the hierarchical style of British Indian army where few thousand officers (client partners, delivery managers) control hundreds of thousands of sepoys (programmers, analysts, database admins and network admins).
As a gift for making people work under conditions similar to indentured servitude (unpaid overtime, unnecessary 24/7 escalations, zero work life balance) the client partners and delivery managers are filed green cards under the biggest loophole under EB1 category i.e. multinational manager.
These so called multinational managers who can be classified as hardly extraordinary get their green card in one year roughly due to this loophole.
Indian EB2 applicants are left with only 3200 green cards per year approximately because there is no rollover from EB1 category. We will not talk about EB3 category as we do not know if they will get their green cards first or retire earlier.
