Can a government employee canvass in polls?

This question is doing rounds in the political circles at present.

Reason: AP NGOs Association leader Paruchuri Ashok Babu has been extensively campaign against the Bharatiya Janata Party in the ongoing electioneering in Karnataka assembly elections.

Taking serious exception to Ashok Babu’s campaign in the Karnataka election, the Bharatiya Janata Party leaders of AP unit said as a government employee, Ashok Babu had no moreal or legal right to campaign in support of or against a political party in the election.

The employee union leader's political motive will attract violation of service rules, they argued.

The BJP leaders said they would also lodge a complaint against Ashok Babu to Election Commission of India. They submitted a memorandum to Governor ESL Narasimhan to remove Ashok Babu from the services.

They also alleged that the APNGOs’ leader, working in commercial taxes department, had submitted fake documents to get promotion. They pointed out that Ashok Babu was just  an intermediate pass-out and not a graduate.

He allegedly produced fake graduation documents when he was promoted as head of the department in 2004.

He was also caught by the ACB during its examination, following which he had to give up his HOD promotion, they said.
