The H-1B visa program was enacted on November 29th, 1990 by former president George H.W. Bush. It became popular during 1995 to 2000 when mainframe programmers and mainframe analysts were required to solve the Y2K bug in mainframe computers.

Many non-computer science graduates did short term courses like PGDCA and their H-1B visas were approved based on these non-university educational credentials.

Fast track to 2018, H-1B visas are being denied to many engineering and management graduates. Electrical and electronics engineering was considered part of computer science departments in many universities and were considered good majors for H-1B visa approvals for Computer Systems Analyst and Programmer Analyst positions.

3 years of work experience is equal to 1 year of a bachelor’s degree coursework according to USCIS regulations. So Electrical and electronics engineering graduates with 3 years of IT work experience used to get an education plus work experience evaluation that their credentials are equivalent to a US bachelor’s degree in computer engineering for H-1B visa because their degree course work was very similar to Computer Engineering.

Now electrical and electronics engineering graduates are getting denials at the same rate as civil engineering, mechanical engineering or management graduates for H-1B visas for information technology positions as part of the tightening of specialty occupation definition for H-1B visa by USCIS.

The best solution for non-computer science graduates working in IT positions is to join a master’s Degree in computer science or software engineering. Most state universities offer online masters programs or a blend of evening, weekend classes and online classes. Many state universities offer in-state tuition to H-1B visa holders.

Thus, the whole master’s program costs around fifteen thousand dollars only. Most universities issue a graduate certificate after completion of four graduate courses and this graduate certificate can be used to enhance the education evaluation for non-computer science graduates for H-1B visa.
