A Really Strange State Of Affairs

Of late, Andhra Pradesh Chief Minister N Chandrababu Naidu has been pegged down by bouncers regarding the construction of Amaravati.  

First the High Court issued a stay on the Swiss challenge method of issuing contracts to Singapore firms for construction of the new capital.

In a damning indictment of the government, the High Court said the tender process was not transparent at all and could not be allowed.

And adding insult to injury, the World Bank and Asian Development Bank have refused to sanction loans for Amaravati unless the government obtains clearance from the National Green Tribunal.

Naidu had asked for a loan of Rs 7500 crore each from World Bank and ADB. For the record, the National Green Tribunal had long back issued a stay on the works of Amaravati saying the new capital was not conducive to the eco-system in the region.

Not only did Naidu & Co bypass the tribunal’s stay order, they got PM Narendra Modi to lay the foundation stone for Amaravati.

The Prime Minister attends the foundation ceremony of a new capital which has not been given the green signal by the nation’s environment body (NGT).

On the other hand, foreign agencies like World Bank and ADB refuse loans unless Naidu gets permission from NGT. Foreigners at least are more concerned about the ecology in India than our very own governments.
