No Role For KCR In Passage Of Telangana Bill?

Telangana Rashtra Samithi president K Chandrasekhar Rao might have been responsible for taking the movement for separate Telangana to its peak between 2009 and 2014, but he had absolutely no role in the passage of bifurcation bill.

This was disclosed by former union minister and veteran Congress leader S Jaipal Reddy in a big debate with his former colleague Vundavalli Arun Kumar on ABN Andhra Jyothy channel.

Jaipal said though KCR had undisputedly played a big role in the Telangana movement, he was not aware how the Bill was passed in Lok Sabha on February 18, 2014.

According to him, the Bill would not have been passed on that day and the formation of Telangana would not have happened since both Speaker Meira Kumar and then Parliamentary Affairs Minister Kamal Nath had expressed helplessness in getting the bill passed because of chaotic situation in the House.

Even Sushma Swaraj made it clear that the BJP would not be able to do anything, if the House was not in order.

It was then Jaipal who had brought a compromise between Kamal Nath and Sushma and convinced the Speaker to use her extraordinary powers under Article 367 (3) by rejecting voting and get the bill passed through head count and voice vote.

“The Speaker agreed with me and after consulting her Secretariat staff, she got the bill passed using that article,” he said.

He said KCR had absolutely no idea of what had happened in the meeting in the Speaker’s chamber.

“He quietly came to the House and sat in his seat. Even my own Cabinet colleagues were not aware as to the development in the Speaker’s chamber,” he added.
