In What Capacity Did KTR Go To US?

Telangana Minister for IT & Panchayat Raj K T Ramarao, who has been on a tour of the United States of America, has created an impression that he is a de facto Chief Minister rather than just a minister in the K Chandrasekhar Rao cabinet.

While KTR has every right to go to the USA in his personal capacity or for that matter as a minister to deal with issues pertaining to his department, the way he has been interacting with big business heads in the US surprised everybody and made one wonder in what capacity he was doing so.

On Thursday, KTR visited Washington and New York cities and met several big industrialists and Non-Resident Indians there.

He called on Indian Ambassador to the US Arun Singh and apprised him of vast opportunities for industrial investments in the Telangana State and pleaded for his cooperation and assistance.

Later, the Telangana minister has met Boeing International president Mark Ellen. Stating that the TRS government had overcome power crisis in 11 months, KTR told Mark Ellen that his State gave top priority to civil aviation and defence sectors and requested him to put investments in his fledgling State.

On his request, the Boeing International said it would send a delegation to Telangana State shortly to explore possibilities of investing in new State.

Later, the Telangana minister called on Hewlett-Packard’s vice president Suparno Benarji and requested him to establish an HP Printer unit in Telangana State.

One can understand KTR’s meeting with HP officials, because he is an IT minister. But how can he hold meeting with Boeing and other industrialists?

It has to be done by Industries Minister Jupalli Krishna Rao, but the latter has not accompanied KTR. And he is not the Chief Minister to talk to Indian Ambassador on investment opportunities.

It clearly shows KTR has turned out to be extra constitutional authority!
