Behind The Scene: Why did YSR hasten Cabinet expansion?
Chief Minister YS Rajasekhar Reddy has been saying that the much-expected Cabinet expansion will take place sometime in May. Even APCC chief K Keshava Rao has announced that the Cabinet expansion may take place in the first week of May.
But all of a sudden AICC general secretary Digvijay Singh, who is incharge of Andhra Pradesh Congress affairs, announced in New Delhi that the Cabinet would be expanded on April 26.
Normally, the news about Cabinet expansion should come from the chief minister. Because Cabinet expansion or reshuffle is his prerogative. Though in a national political party like the Congress decisions are taken at the high command level, the announcement part is left to the Chief Minister, APCC chief or other senior State leaders.
But in this case, the announcement came from Digvijay Singh. Political circles are surprised over the Central leadership's announcement. They feel that there is more to it than meets the eye.
First it shows that YSR is losing ground or rather grip over important decisions. Secondly, the Congress high command does not want to give YSR a free hand, now that he has enjoyed absolute freedom for over three years.
Highly placed sources in the Congress say, YSR is going in for Cabinet expansion a bit reluctantly. Former APCC chief and rural development minister D Srinivas has become a thorn in the flesh of YSR. Srinivas has been making silent maneuvers with the Central leadership and he along with Union Minister S Jaipal Reddy is behind the demand for deputy chief ministership.
The AICC leadership has given two options to YSR. Either take a deputy in the Cabinet or induct senior leaders. YSR does not want both. So though he received green signal in the first week of April, he has been dogging the Cabinet expansion. Party high command took it seriously and pulled up YSR to go in or Cabinet expansion at the earliest. That's the reason why the announcement came from Delhi and not from Hyderabad.
